White House Proposed Budget: Climate Impacts

As expected, President Trump’s proposed budget for the 2027 fiscal year included significant cuts to environmental programs this past Friday. “President Trump is committed to eliminating funding for the globalist climate agenda while unleashing American energy production,” stated the White House. Here are some items on the chopping block:

Renewable energy: $15 billion in cuts to the Department of Energy for funds dedicated to “unreliable energy, removing carbon dioxide from the air, and other costly technologies that burden ratepayers and consumers.” This includes cuts to national labs that fund research into energy technology.

EVs: $4 billion in cuts to the Department of Transportation for electric vehicle (EV) charger programs and ending the EV battery manufacturing subsidies.

Home energy assistance: $4 billion in cuts to the Low Income Home Energy Assistance program – an initiative that NYT reported likely to be saved due to bipartisan support.

EPA: Almost 50% budget cut to the Environmental Protection Agency (EPA), including cuts to the Superfund program, drinking water programs, and environmental justice programs.

NOAA: $1.6 billion in cuts to the National Oceanic and Atmospheric Administration (NOAA), targeting climate research and educational grants.

What’s next: The President’s proposed budget will provide direction to Congress on how to allocate funding this year; however, the final budget is likely to differ as changes are made to wrangle votes. Congress has until October 1, 2026 to finalize the 2027 budget.

**SEC Budget: Reports show the SEC has proposed an 11% cut in their own budget for the 2027 fiscal year, which is built “on a foundation of fiscal discipline, organizational agility, and technological modernization.” This could further decrease the agency’s capacity to regulate.
